The prices do vary by region… at my store here in NE Ohio, the Neutrogena was $1.97, but the travel size Visine was $2.39 and the Rimmel mono eyeshadows (and trio) were all $3.94. That was the lowest. So still a good price for some Visine, but only decent for the Rimmel if you needed eye shadow. But hopefully the other regions get those great prices!
